Jennifer Woodard

Jennifer Woodard is an AI founder, executive, and researcher specializing in emerging
technology, security, and public policy. With over 20 years in the tech industry and a decade
of hands-on AI research, she has built and led teams at the forefront of AI applications for
security and public safety.

Currently, Jennifer is the Vice President of Artificial Intelligence at Logically, where she leads
the development of AI-driven solutions to detect and combat narrative threats, coordinated
influence campaigns and adversarial activity, among other harmful online phenomena.
Previously, as Vice President of Research and Adoption, she focused on transitioning
cutting-edge AI methodologies from research to real-world impact.

Jennifer co-founded Insikt AI (acquired by Logically in 2024), pioneering AI applications for
national security, counterterrorism, and combating disinformation. Under her leadership,
Insikt earned 4 Seals of Excellence from the European Commission for its innovative AI
methods. Before that, she co-founded Sisu Labs, applying NLP and network analysis
methods to uncover hidden influence networks for customers in the enterprise space. She
also co-founded Dataietica, a research institute focused on ethical AI in security and
policing.

Jennifer has been an external expert for the European Commission since 2013, advising the
Commission on AI and security research, and, most recently, assessing the technical
robustness of AI systems in EU-funded research. She also serves on the Expert Board of
CERIS (Community for European Research and Innovation for Security – Directorate
General HOME, European Commission), supporting EU innovation in counterterrorism,
border security, and crime prevention. Additionally, she is a Vice Chair for the Social Science
Panel (SOC) under the Marie Skłodowska-Curie programme, European Commission,
focusing on AI, social networks, and ethics in AI.

Jennifer is a regular speaker on AI for security, countering extremism and radicalization,
disinformation, and other online harms at high level events and forums on AI, including the
European Commission, European Parliament, the European Innovation Council, the United
Nations Counter-Terrorism Center (UNCCT), the United Nations Office of Counter-Terrorism
(UNOCT), the United Nations Interregional Crime and Justice Research Institute (UNICRI),
the Counter-Terrorism Committee Executive Directorate (CTED), and the Office of the United
Nations High Commissioner for Human Rights (OHCHR).

Jennifer currently serves on the EU AI Office’s Working Group 2 – Risk identification and
assessment measures for systemic risks for the drafting of the EU AI Act’s EU
General-Purpose AI Code of Practice. She has also briefed the UN Security Council on the
potential danger posed by AI-powered disinformation at scale and opportunities for AI to help
mitigate the negative effects of narrative threats.

Jennifer is an advisor to both public and private sector organizations on emerging AI
methodologies and their application to security challenges. She also lectures on AI for
national security at Reichmann University’s International Institute for Counter-Terrorism and
serves as an Advisory Board Member for AI in the legal field at the Global LegalTech Hub.
