    As AI applications continue to deepen and the open-source ecosystem accelerates its formation, its connotation has expanded beyond code to encompass the openness of resources including data, computing power, and models. This is profoundly transforming the AI innovation ecosystem and competitive landscape, effectively mitigating the development inequality caused by computing power gaps and model barriers. It has explored an inclusive development path that balances efficiency and fairness, innovation and responsibility.

    Meanwhile, with the increasing cross-border flow of AI models and data, differences among countries in governance philosophies, regulatory standards, and enforcement capabilities are becoming more prominent. How to foster international consensus on cross-border data compliance, algorithmic liability determination, intellectual property protection, and standard mutual recognition has become the core proposition for developing responsible artificial intelligence.

    Hosted by the World Internet Conference, this workshop will bring together senior officials from governments and international organizations, member units of the Consortium, experts from the WIC Specialized Committee on AI, and leading AI researchers to discuss the vision, experience, and best practices for building responsible AI.
