The annual development financing gap has grown from $2.5 trillion to $4.3 trillion — a 60% increase since 2015 — while $374 billion in private infrastructure capital sits as uninvested “dry powder.” The capital exists. What is missing is the intelligence to deploy it and close the gap between $150 trillion in global institutional capital.

In this session, Richard Rothenberg,  President of the Global Algorithmic Institute (UN MoU partner), CEO and Co-Founder of Global AI Corporation, former Quantitative Portfolio Manager at Deutsche Bank and multi-billion-dollar hedge funds, Research Affiliate at Lawrence Berkeley National Laboratory, Advisor to DARPA, and UN Expert on the UNCTAD Task Force for Data for the SDGs, presents a new paradigm for global sustainable finance: the Autonomous Infrastructure Investment Network. He demonstrates how three converging capabilities: agentic AI for autonomous project intelligence; AI-driven alternative sovereign risk indicators that reduce bias against emerging markets; and algorithmic capital matching at scale – can transform infrastructure investment and deliver the infrastructure the world urgently needs.
