CEO of IDAIR – The International Digital Health and Artificial Intelligence Research Collaborative, based in Geneva.

Founder & President of ‘UNITE Parliamentarians Network for Global Health’, a network of current and former members of parliaments, congresses and senates, present in +100 countries, in partnership with the World Health Organization.

Chair of the ‘Global Health Policy Lab @ Charité & Harvard’, a collaborative between Charité – University Medicine Berlin (Center for Global Health) and Harvard University (Harvard T.H. Chan School of Public Health, Health Systems Performance Lab).

Chair of the ‘Centre for Global Health’ at NOVA IMS – NOVA Information Management and Data Science School. Guest Lecturer at NOVA Medical School. Both at NOVA University (Portugal).

Former Member of Parliament (Portugal, 4 terms) and former Vice President of the Social Democratic Party Parliamentary Board.

Mayoral candidate and Councilor of Sintra (2021-Present). Former Deputy Mayor and Councilor of Cascais (2015-2017) responsible for health, employment and international relations.

Awarded by ‘The Economist’ as a ‘HCV Change Maker’ (2016) in recognition of his leadership in the field of hepatitis c.

Prior to his election as an MP, practicing physician for 7 years, including a 5-year infectious diseases residency and internship at the World Health Organization (Copenhagen). Volunteer doctor in the COVID Emergency Room at the Cascais Hospital for over a year during the COVID-19 pandemic. In the summer of 2022, served as a medical volunteer at the Lviv Regional Hospital in Ukraine. He has also worked nearly a decade as a consultant in health information technologies.

PhD external student at Maastricht University having completed post-graduate studies in universities including Johns Hopkins, Harvard Kennedy School of Government and Harvard Medical School.

Founder of ‘CREATING HEALTH – Research and Innovation Funding’ (http://creatinghealth.ics.lisboa.ucp.pt) and co-founder of the ‘Estoril Conferences’ (www.estorilconferences.com).

Volunteer in development and patient organizations. Member of networks including European Young Leaders (Friends of Europe), Responsible Leaders Network (BMW Foundation), The Atlantic Council, German Marshall Fund and ZEIT Stiftung.

Author of the book ‘Road to a Cure – Realities and proposals to reform the National Health Service in Portugal’ (D. Quixote, PT, 2020) and main author of the book “Citizenship for Health” (Universidade Católica Editora, PT, 2015) among other publications.
