Julie Owono

Julie Owono

Julie Owono is the executive director of Internet Sans Frontieres, and one of the founding members of the Meta Oversight Board, a body that oversees content moderation decisions on Facebook, Instagram and Threads. She is also a researcher affiliated with the Berkman Klein Center at Harvard University and the University of California, Berkeley’s Human Rights Center. While at Stanford University she founded the Content Policy & Society Lab, to help tech be better for society. She was named Business Personality of the year 2022 by the French-American Chamber of Commerce in San Francisco. Inspired by her professional path, spanning civil society to academia, and the private sector, Julie possesses an acute understanding of tech innovation and societal responsibility. At the intersection of business and human rights, Julie is passionate about creating spaces for collaborations between tech companies, civil society organizations, academic institutions, and governments; and finding creative solutions to major governance and policy challenges posed by technology. Julie advised the U.S. Department of State on democracy and content moderation. She frequently moderates tech policy debates: she recently served as a moderator of Socrates dialogues on the metaverse, and the oversight of AI, both convened and organized by the Aspen Institute. Julie serves on the Board of WITNESS, the Committee to Protect Journalists, Meedan, and the Dangerous Speech project. She is also a member of the World Economic Forum’s Global Future Council on AI for Humanity, and the WEF Council on the Connected World. She was one of UNESCO’s Ad Hoc Expert Group (AHEG) who drafted the first-ever global standard on the ethics of artificial intelligence. Julie frequently debates current issues on various media, including NPR, CNBC, Al Jazeera, the BBC and France 24. Julie graduated in International Law from La Sorbonne University in Paris and practiced as a lawyer at the Paris Bar.
