H.E. Mr. Ronald Saborío

Ambassador Ronald Saborío’s extensive experience as negotiator, policy maker, litigator and adjudicator in international trade spans over 30 years. During the past three decades, he served as one of Costa Rica’s lead trade policy-makers as well as a lead trade negotiator, litigant and strategist. He has been part of negotiations of free trade agreements, the negotiations of the Uruguay Round that resulted in the World Trade Organization (WTO) Agreements and the Doha Round as well as plurilateral negotiations.

Previous postings include Ambassador to the GATT (1992-1995) and Ambassador to the WTO (1995-2015). During this period he chaired numerous WTO negotiating groups, working groups and regular bodies from 1998 to 2016 uninterruptedly. He also chaired several panels under the WTO Dispute Settlement Mechanism (1998-2016). As Ambassador for OECD matters, he held under his responsibility the process of accession of Costa Rica to the OECD (2010-2015).

As a consultant to various international organizations, he has advised the World Bank and the Interamerican Development Bank among others, as well as various governments from Europe, Latin America, Africa and Asia (2016-2021).

He was a Professor at LEAD University and other universities in Costa Rica (2016 to 2022).

Before his current appointment as Permanent Representative to WTO, he was the General Coordinator of Trade Negotiations at the Ministry of Foreign Trade of Costa Rica (2021-2022). He is juris doctor from the University of Costa Rica, studied International Law at the Graduate Institute in Geneva and Global Business at the University of Oxford.
