Gökhan Dikmener

Gökhan Dikmener is the Chief Technical Advisor at the UNDP Istanbul International Center for Private Sector in Development (ICPSD), where work focuses on advancing artificial intelligence, digital entrepreneurship, and skills development as drivers of inclusive and sustainable growth.

With a background in economics, international development, and software engineering, Dikmener brings extensive experience at the intersection of applied AI, innovation ecosystems, and workforce transformation. Areas of focus include supporting startups and SMEs to adopt AI responsibly, designing skills strategies for emerging technologies, and strengthening entrepreneurial ecosystems that translate innovation into inclusive economic opportunity.

Dikmener has served as lead researcher and co‑author on more than ten UNDP publications, contributing thought leadership on topics such as the use of frontier technologies in disaster and crisis contexts, AI‑enabled digital entrepreneurship, gender‑responsive innovation systems, and private‑sector‑led skills development for future labor markets.

Holding degrees from Boğaziçi University, Johns Hopkins University, and METU, Dikmener regularly engages with founders, policymakers, investors, and educators at global forums to explore how AI can unlock productivity, resilience, and human‑centered innovation.
