Emily Knowles

Emily Knowles is a Program Management Support Specialist with the United Nations Office for Project Services (UNOPS). She is currently supporting the United Nations Office of Counter Terrorism (UNOCT)’s Global Victims of Terrorism Support Programme, where she leads the German-funded “Tech for Victims of Terrorism” project to enhance innovation and multi-sectoral collaboration to improve victims’ access to psychosocial support and essential services through the responsible use of new and emerging technologies.

She is author of the recent UNOCT “Gap Analysis: Digital Tools to Support Victims of Terrorism” which seeks new solutions to the most critical gaps in survivor care, from AI-driven mental health tools to joined-up service referral systems. This project aligns new technologies and victim needs, establishing a clear path for safe, responsible, and victim-centric digital innovation.

She has also led projects leveraging machine learning to improve climate-conflict foresight across the UN system, and technology-enabled stabilization pilots and projects with conflict-affected communities across West Africa, where she was based from 2020-2024.
