Following a terrorist attack, psychological distress rises sharply while mental health and psychosocial support (MHPSS) services are stretched thin. AI-enabled tools offer real promise when it comes to surging support to affected individuals and communities, augmenting our ability to deliver assistance at scale, and filling gaps to ensure that no victim of terrorism is left behind. But while promising tools and pilots are emerging, we remain far from a world in which these tools reach the hands of the people who need them, at the scale that is necessary. Based on the findings of the recent UNOCT “Gap Analysis of Digital Tools to Support Victims of Terrorism”, this session will explore how to leverage AI to improve mental health support and other critical services in crisis settings without compromising safety, privacy, dignity, or local ownership. The session will surface lived needs and discuss practical pathways for multi-sector collaboration: co-design with affected communities, governance and harm mitigation, and building for low-connectivity and linguistic and cultural diversity. The goal is to move towards a roadmap for responsible, scalable approaches that help people access timely support when it matters most.
