    The GBViE Localized Offline AI System (LOAIS) is a closed, AI-powered assistant developed to address a persistent operational gap: frontline humanitarian staff often lack rapid, context-specific guidance on Gender-Based Violence in Emergencies (GBViE), particularly in low-connectivity and high-risk environments where existing tools such as GBVIMS, SOPs, and training materials are not easily accessible in real time.

    LOAIS is an offline-first, dual-language (Arabic and English) progressive web application that combines AI-driven question-and-answer guidance, focus-group support tools, and embedded GBViE safety reminders, all grounded in officially approved inter-agency documents. It supports voice and text input, Arabic dialect normalisation, and anonymous data collection, with automatic PII stripping before any AI processing.

    Critically, LOAIS is designed as a guidance and capacity-building assistant, not a case management or incident-reporting system. All incident-level data remains within GBVIMS+/Primero. Built-in safeguards include PII stripping, incident-data blocking, off-topic filtering, PIN-lock access, session auto-expiry, and a neutral “GBViE Tools” installation profile, enabling safer, faster decision-making during emergencies while maintaining full data-protection compliance across the humanitarian context of operation.
