For decades, neurotechnologies – devices capable of recording or altering the activity of the brain and the wider nervous system – have been deployed to understand the brain and pioneer cutting-edge medical treatments. Today, devices once confined to hospitals, universities, and laboratories are increasingly available to consumers. Particularly when powered by AI, neurotechnologies hold immense promise for deepening our understanding of how the brain and nervous system function, but they also create significant risks around privacy, safety, and equity. Given the pace of these developments, what neurotechnology can and will achieve is no longer science fiction, but science. However, despite the challenges they present and the enormous volume of data they collect, consumer neurotechnologies are almost entirely unregulated.  This panel would examine potential actions to advance international legal protections in the age of emerging neurotechnologies.
