    Governments are increasingly mandating that AI-enabled digital services prioritize the physical and emotional integrity of children and young people at every stage of development. The principles are easy to state: recommender systems should not maximize teenagers’ engagement with harmful content; AI tools should not enable sexual deepfakes or abusive interactions; and beneficial uses such as accessibility, learning, creativity, and participation should be preserved.

    The harder challenge is implementation. What should AI systems be allowed to optimize, generate, simulate, or infer when the user is a minor? How should safeguards be designed without creating new privacy, exclusion, or surveillance risks? And how can governments verify and enforce safety obligations when platforms often control the relevant data?

    Young people will be part of the discussion, asking which safeguards are meaningful, workable, and rights-respecting.
