Ran D Balicer

Prof. Ran Balicer, MD, PhD, MPH, is Chief Innovation Officer and Deputy Director-General of the Clalit Group – Israel’s largest Healthcare Organization, caring for over half of the country population. He also serves as Founding Director of the Clalit Research Institute – the WHO Collaborating Center on Non-Communicable Diseases Research, Prevention and Control. In these roles, he is responsible for strategic planning, development and at-scale implementation of novel AI interventions, and the systemic data-driven digital transformation of Clalit in recent decades.

Prof Balicer is a Public Health Professor and Healthcare Chair of the AI Institute at Ben-Gurion University, Israel, and Honorary Professor at Charité Universitätsmedizin, Berlin. He is also Co-Chair of the Berkowitz Living Laboratory at Harvard Medical School & Clalit Research Institute, and heads Israel’s unique Public Health/Data Sciences Physician Residency Program. In these capacities, Prof. Balicer mentored young scholars and authored over 250 scientific publications and books.

In 2020-2023, Prof. Balicer served as Chairman of Israel’s National Experts Team on COVID-19 Response, advising the Israeli Government. He has led globally recognized groundbreaking real-world studies on COVID-19 risk stratification, mitigation strategies, and most notably – vaccine effectiveness and safety.

Prof. Balicer served key roles on AI governance globally, including as member of the United Nations High-Level Advisory Body on AI, and as member of the 3IA/AI cluster International Advisory Board to the French Government, and is the senior author of the OPTICA AI in healthcare governance platform.

He currently holds multiple national and global leadership roles, including as a member of the Global Board of HIMSS, as Chair of the Israeli Society for Quality in Healthcare, and as a member of the WHO Europe Technical Advisory Group on Innovation.
