H.E. Mr. Raafat Hendy

Raafat Hendy was appointed Vice ICT Minister for Infrastructure in 2019. In 2024, he assumed the position of Vice ICT Minister for Technological Infrastructure and Digital Transformation following renewed confidence. Earlier, in mid-July 2018, he was appointed Permanent Acting Undersecretary at MCIT.

Hendy brings more than 38 years of experience spanning the public and private sectors, during which he held executive and leadership roles delivering strategic and technical solutions for major national and international telecommunications and infrastructure projects.

In 2006, he established the Telecommunications and Infrastructure Sector at MCIT, which subsequently implemented more than 100 projects. He contributed to the design and execution of several ministerial initiatives and played a pivotal role in shaping the Ministry’s strategic direction for the national five-year telecommunications plans for 2005–2010, 2012–2017, and 2019–2024.

Over the course of his tenure, Hendy oversaw a wide range of national projects, including MCIT’s contributions to the Decent Life initiative, including the rollout of fiber-to-the-home (FTTH), the expansion of mobile network coverage, and the modernization of post offices in rural villages beginning with the first phase. He also contributed to formulating the digital transformation strategy and establishing the Digital Egypt Platform for the provision of public services.

He played a significant role in establishing the Egyptian Universities Network, developing the emergency services system, and automating technical operations at the National Elections Authority to meet constitutional requirements, starting with the 2014 presidential elections. His contributions further included launching the Egyptian e-Visa system; building the information infrastructure for national digital databases; introducing the first electronic exams system in the higher education sector; establishing a health information system in university hospitals; and preparing the telecommunications infrastructure in the New Capital.
