Fatima Roumate

Fatima Roumate, Ph.D., is a Full Professor of International Economic Law and Artificial Intelligence at the Faculty of Law, Economics, and Social Sciences – Agdal, Mohammed V University in Rabat, Morocco. She is also the Founding President of the International Institute of Scientific Research (IISR), established in Marrakech in 2010, and the Founder of the Global Network on Artificial Intelligence and International Society (GNAI&IS).
Dr. Roumate holds an Honorary Doctorate (Doctor Honoris Causa) from UNIFE University in Lima, Peru. She has played an active role in global governance of artificial intelligence (AI), serving as a Member of the UNESCO Ad Hoc Expert Group for the development of the Recommendation on the Ethics of Artificial Intelligence and as a Member of the Information Ethics Working Group under UNESCO’s Information for All Programme (IFAP) since 2020. She was also part of the Moroccan delegation in the intergovernmental negotiations on UNESCO’s Recommendation on the Ethics of Artificial Intelligence.
Dr. Roumate contributes to several international expert groups and initiatives, including:
• Member, AI For Good Impact Initiative Steering Committee, ITU.
• Member, International Telecommunication Union (ITU) Focus Group on AI and
Environmental Efficiency (FG-AI4EE)
• Member of the Implementation Group (IG) on “AI Ethics, Safety, and Inclusivity in
Higher Education,” under United Nations Higher Education Sustainability Initiatives (HESI) Action Group (AG) on the Futures of Higher Education and AI (co-launched by UNESCO IESALC and UN University.
• Member, Global Strategic Communication Consortium, University of South Carolina.
• Member, Global AI Network for Social Good (GAIN4SG)
• Expert on Cybersecurity and International Cooperation, Council of Europe Wiki Cybercrime Project (2014–2016)
• Founding Member, AI Talk Initiative – Code Explorer
Her scholarly leadership has earned global recognition. She was also named among the Top 20 Inspirational Women of the African Diaspora Professional Women (ADIPWO) 2023, and she received the Evgeny Kuzmin International Award from the Russian Commission IFAP UNESCO in June 2024.
