Camila Alejandra Beltrán Reyes

Camila Alejandra Beltrán Reyes is a lawyer specialized in telecommunications management and regulation, as well as new technologies, from the Externado University of Colombia. She completed an LL.M. in Technology, Media and Telecommunications Law at Queen Mary University of London. She was a researcher at the Center for AI and Digital Policy and recently completed a fellowship with the Centre for the Governance of AI (GovAI), where she conducted academic research on the loss of control over AI systems in accordance with the EU GPAI Code of Practice. She is also a member of the OECD expert network on AI governance, specifically within the AI Risk & Accountability Group.

Throughout her professional career, she has advised public and private entities on the regulation of telecommunications, cyberspace, emerging technologies such as Artificial Intelligence (AI), intellectual property, and the implementation of regulatory sandboxes. She has also worked on issues related to digital transformation, innovation, smart cities, and digital government.

She has extensive experience in Artificial Intelligence governance at both the international and national levels. She currently advises different organizations on AI public policy and governance. Additionally, she is part of the ITU’s AI and Multimedia Authenticity Standards Collaboration, where she works on the “Policy as a Code” project. She is also a member of the AI Safety Colombia Hub, where she leads research on the loss of control over frontier AI systems.
