Ambrose Ruyooka

Ambrose Ruyooka PMP, serves as the Head of Research and Development at Uganda’s Ministry of ICT & National Guidance, where he leads the country’s technical coordination efforts for developing a National AI and Emerging Technologies Governance Framework. His work focuses on ensuring Uganda’s digital transformation is ethical, inclusive, and aligned with global standards. With over 20 years of experience in ICT policy, innovation, and capacity building for public sector digital transformation, Ambrose has played a key role in Uganda’s engagements with international bodies. Ambrose is also deeply passionate about the role of AI in transforming education systems and advancing digital skills development, seeing these as essential to creating resilient, future-ready societies. He advocates for policies and standards that safeguard human rights, foster digital inclusion, and build trustworthy AI ecosystems that serve both national and global development goals.
