Harnessing AI for Good: The parliamentary role

      Parliaments are essential to ensuring that artificial intelligence serves the public interest. Through their legislative, oversight and representative functions, they are uniquely positioned to shape national AI strategies, hold governments accountable for AI investments and engage citizens in the policy decisions that will define the uses of AI.

      This panel brings together parliamentarians from different regional groups to share concrete experience of scrutinising national AI strategies, strengthening oversight mechanisms and building public trust in AI governance.

      The discussion will examine how parliaments can support the formulation of people-centred national AI strategies; how budget scrutiny and accountability mechanisms can track whether AI investments deliver measurable public benefits; and how legislators are engaging citizens in inclusive debate about AI for good.

      The session is convened by the Inter-Parliamentary Union (IPU), the Commonwealth Parliamentary Association (CPA) and the United Nations Development Programme (UNDP). It draws on the commitments of the IPU resolution on the impact of AI on democracy, human rights and the rule of law (October 2024), and the Kuala Lumpur Declaration on Parliaments and Responsible AI , adopted by more than 200 participants from parliaments across 65 countries (November 2025).
