AI now depends as much on physical infrastructure as on the models themselves – data centres, power, networks and the capital to build them. A wave of investment and policy is reshaping that build-out: landmark commitments such as the SoftBank-backed data-centre programme in France, and Europe’s new drive for technological sovereignty, including plans to expand the continent’s own data-centre and compute capacity.

This roundtable steps back to ask what it all means, and for whom. Under the Chatham House Rule, a senior cross-sector group will discuss the energy, grid and supply-chain demands of AI infrastructure; what digital sovereignty asks of a region that today holds only a small share of the world’s computing capacity; and how the benefits of this build-out can reach beyond a handful of countries and companies. The aim is a frank exchange and practical steps to widen access as the infrastructure takes shape.
