William Carter

William Carter

William A. Carter is the AI Policy and Product Strategy Lead for Google Knowledge and Information, integrating emerging AI policy and ecosystem trends into AI product strategy for Google’s leading consumer products. Previously he was Head of AI Policy for Google Government Affairs and Public Policy, leading the firm’s engagement on AI policy and regulation with policymakers around the world and developing and implementing AI policies and governance across the company. Before joining Google, he was the Deputy Director of the Technology Policy Program at CSIS, where his research focused on international technology policy issues, including emerging technologies and artificial intelligence, cybersecurity, and data governance. In this role, he worked with companies and governments to establish early AI principles and AI strategies, including leading global frameworks like the OECD AI Principles. He also testified before the U.S. Congress and spoke at events and conferences around the world, and advised leading global companies on technology trends and their implications. He graduated from New York University with a B.A. in economics.
