Mervat Shelbaya

Ms. Shelbaya is Director of the Partnerships Branch at the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), where she leads strategic engagement with Member States, Regional Organizations, United Nations entities, private sector, and other key partners to strengthen humanitarian coordination, advocacy, and resource mobilization in support of people affected by crises.
Ms. Shelbaya brings more than 25 years of experience in humanitarian affairs, operations, diplomacy, and policy. Prior to her current role, she served as Head of the Inter-Agency Standing Committee (IASC) Secretariat and Director of OCHA’s Inter-Agency Support Branch, where she drove inter-agency alignment on system-wide operational and policy priorities, including humanitarian diplomacy to address protection an access challenges.
She has held multiple leadership roles within OCHA, including in the Operations and Advocacy Division managing responses in the Asia-Pacific region, and also served as Chief of the World Humanitarian Summit Secretariat, contributing to the successful delivery of the 2016 Summit.
Before joining OCHA, Ms. Shelbaya worked with the United Nations World Food Programme in Afghanistan, Jordan, Liberia, the United Arab Emirates, and Rome, and served as Director of Operations with ADRA International in the Balkans.
Ms. Shelbaya is a national of Egypt.
