Lea Shanley

Dr. Lea Shanley is Director and CEO of the International Computer Science Institute (ICSI), an independent nonprofit research institute affiliated with the University of California, Berkeley. Under her leadership, ICSI advances pioneering research in computer science and artificial intelligence to address global challenges and create public benefit. Dr. Shanley has dedicated her career to harnessing emerging technologies—including AI, geospatial technologies, citizen science, and open science—to accelerate discovery, strengthen decision-making, and address complex societal challenges. Her work spans research, governance, and public-sector innovation, with a particular focus on building trusted, collaborative approaches to data and AI.

Prior to joining ICSI, Dr. Shanley served as a Senior Fellow at the University of Wisconsin–Madison; White House Presidential Innovation Fellow in the Office of the Chief Technologist at NASA Headquarters; Co-Executive Director of the National Science Foundation’s South Big Data Innovation Hub; Director of the Wilson Center’s Commons Lab; and AAAS Congressional Science Fellow in the United States Senate.

Dr. Shanley contributes to numerous international initiatives advancing responsible data and AI practices. She is a member of the Group on Earth Observations (GEO) Data and Knowledge Working Group and the GEO AI for Earth Observation (AI4EO) Working Group. Recently she co-chaired the Computing Community Consortium’s Workshop and Report on the Grand Challenges of Computational and Citizen Science Research. Her previous service includes the IEEE Indigenous Data Sovereignty Working Group, NASA’s Socioeconomic Data and Applications Center (SEDAC) Advisory Committee, the Scientific Council of NASA’s Consortium for the Valuation of Applications Benefits Linked to Earth Science, and the Board of Trustees of US/ICOMOS. She also co-founded the U.S. Federal Community of Practice on Crowdsourcing and Citizen Science, a pioneering initiative that established Citizenscience.gov, catalyzed White House policy and federal legislation, and was recognized as a finalist for the 2017 Harvard Kennedy School’s Ash Award for Innovations in Government. Dr. Shanley holds a Ph.D. from the University of Wisconsin–Madison, where her research focused on geographic information systems (GIS) and satellite remote sensing.
