Xi Chen

Dr. Xi Chen is a Senior Principal Engineer at the Department of Artificial Intelligence, China Electric Power Research Institute (CEPRI), Beijing, China. He received the Ph.D. degree from The Hong Kong Polytechnic University in 2009 and joined the State Grid Corporation of China in the same year. From 2014 to 2024, he was with GEIRI North America, San Jose, California, USA, where he served as Chief Information Officer and Research Lead.

He currently serves as the Chair of the IEEE Circuits and Systems Society Power and Energy Circuits and Systems Technical Committee and the Chair of the IEEE Computational Intelligence Society Standards Committee. He also previously served as Chair of the Santa Clara Chapter of the IEEE Circuits and Systems Society. Dr. Chen is an Editor of IEEE Transactions on Wireless Communications and an Associate Editor of IEEE Systems Journal, IEEE Transactions on Circuits and Systems I: Regular Papers, and IEEE Open Journal of the Industrial Electronics Society. He has also served as a Guest Editor for IEEE Transactions on Intelligent Transportation Systems, IEEE Journal on Emerging and Selected Topics in Circuits and Systems, and IEEE Transactions on Consumer Electronics, etc. He also serves as the Secretary of the Advanced Computing Standardization Technical Committee of the China Electricity Council, a member of the IEEE Standards Association Standards Board, an Advisory Committee Member of the China National AI Industry Investment Fund, and a member of the Artificial Intelligence Standardization Technical Committee of the Ministry of Industry and Information Technology of China. He is a Fellow of IET. Dr. Chen is the recipient of a Gold Medal Award and a Silver Medal Award at the International Exhibition of Inventions of Geneva, as well as the State Grid Leading Professional Talent Award and the State Grid Youth Award. His current research interests include AI and large language models (LLMs) in power systems, smart grids, and smart electric vehicle charging.
