Tongyang Liu

Tongyang Liu currently serves as the Technical Lead of the Semantic Large Model Team in the Fundamental Model Research Division, Artificial Intelligence Research Institute, China Electric Power Research Institute (CEPRI). He received his Master’s degree in Software Engineering from the School of Computer Science, Inner Mongolia University, in 2022. In the same year, he joined the State Grid Intelligent Technology Research Institute as a R&D Engineer. Since July 2024, he has been working at CEPRI, leading the core technology research, development and industrial implementation of power large models.
His main research directions cover power domain large language models, power industry knowledge graph construction, and trustworthy artificial intelligence, with a dedicated focus on the practical application scenarios of artificial intelligence in the energy and power sector. He has presided over and core-participated in numerous vertical scientific research projects, including the National 2030 Major Science and Technology Project and key scientific research projects of State Grid Corporation of China. He leads the full-cycle R&D and iteration of the Guangming Power Large Model, independently undertaking core work including base model selection, training framework construction, and key technical route breakthroughs.
In terms of scientific research achievements, he has published multiple high-level academic papers indexed by EI/SSCI, obtained 5 authorized national invention patents, and participated in compiling 1 industry-level technical specification for State Grid. He has received numerous industry scientific and technological awards, including the First Prize and Second Prize of CEPRI Science and Technology Progress Award, and the Second Prize of CEPRI Patent Award. He has long been committed to promoting the safe, trustworthy, inclusive and sustainable implementation of artificial intelligence technologies in the energy and power industry, empowering the construction of new power systems and the global low-carbon energy transition with industrial-grade AI technologies.
