Parag Agrawal

Dr. Parag Agrawal, is an Indian Telecommunication Service Officer belonging to 1997 Batch. He obtained B.E. from Kumaon University, Nainital, India. He has a vast experience of 22 years in various capacities in the field of Telecommunications. He was responsible for major Telecom Project executions, Telecom policy implementation and Telecom Enforcement in various parts of India. He was bestowed with Vishisht Sanchar Seva Padak Award.

In 2019, he earned his PhD in Business Administration with specialization in Enterprise Management.

He started his career as Software Engineer in Hughes Software Systems in year 1997 before his selection in Indian Telecom Services. During his early tenure as Divisional Engineer Telephones, he was instrumental in rolling out various type of Internet and Broadband services in India along-with installation, operation and maintenance of telecom switches of various technologies.

As Director (Telecom Enforcement) in Ministry of Communications, Dr. Parag Agrawal has been instrumental in development of Tarang Sanchar Portal, a unique initiation of transparency and creating awareness among general public regarding Electro Magnetic Radiation (EMR) played. He played key-role in preparation of guidelines on Electro Magnetic Radiation from mobile towers, formulation of regulations and implementation of very important projects such as Mobile Number Portability and Aadhaar based activation of mobile connections in India and a number of other telecom regulations.

As Director (International Relations) at DoT (Hq), he coordinated various activities related to Multilateral and Bilateral of High-Level meetings and conferences in DoT, Ministry of Communications, Government of India and played significant role in Establishment of ITU Area office & Innovation Centre in India. He was key in India’s re-election to ITU council with highest number of votes (165) so far. He organized many International and Regional events in India and abroad. He represented India as Speaker at ITU, BRICS, Commonwealth Telecom Organization (CTO), APT, ASEAN and other Multilateral organizations/ International Forums and presented Indian perspective effectively in all these conferences and events.

He also served as Chief Vigilance Officer in Indian Railway Catering & Tourism Corporation (2020-23), and Director (Planning & Monitoring) in Economic Research Unit of DoT (2023-24).

Currently, he has been assigned the charge of Deputy Director General, Telecom Technology Development Fund (TTDF) since July 2024, along-with additional charge of Ex-Officio Director (CEO) of Telecom Centres of Excellence (TCOE).
