Moon Sil Choi

Moon Sil Choi is Vice President of the National Information Society Agency (NIA) of the Republic of Korea. She is a senior policy leader with more than 30 years of experience in digital policy, digital inclusion, e-Government, ICT strategy, and public sector innovation.

She led the development of Korea’s Digital Bill of Rights (2023), which established the nation’s foundational principles for protecting digital rights and ensuring universal access in the digital era. She also directed the enactment of the Digital Inclusion Act (2025), institutionalizing digital inclusion as a legal right and strengthening support for digitally vulnerable groups.

Ms. Choi has played a leading role in advancing Korea’s digital government, open data, and cloud transformation initiatives. Her areas of expertise include national digital policy and legislation, digital inclusion, e-Government development, international cooperation, and data governance. She actively promotes international dialogue on digital transformation, AI governance, and inclusive digital development.
