Luke Caley

Luke Caley is the Lead for Information Management at the IFRC, where he leads global efforts to strengthen risk analysis, anticipatory action, and the use of data and AI in humanitarian decision‑making across the 191 National Red Cross and Red Crescent Societies.

He has played a formative role in shaping modern anticipatory action. Prior to joining IFRC, Luke led the creation of the world’s first multi‑donor anticipatory action fund with the Start Network, helping to move the humanitarian system from reactive response to early, forecast‑based action.

Luke is also a co‑creator of the INFORM Risk Index, the humanitarian sector’s global standard for multi‑hazard risk analysis. INFORM enables cross‑crisis comparison of humanitarian severity and now underpins advances in anticipation through INFORM Warning, supporting earlier, evidence‑based action ahead of shocks.

At IFRC, he has led the development of IFRC GO, https://go.ifrc.org/ the Federation’s flagship digital platform for real‑time situational awareness, risk monitoring, and operational decision support. IFRC GO is now used across the Red Cross and Red Crescent network to support preparedness, DREF allocations, and anticipatory action, with its evolution and impact documented through the IFRC GO project story here: https://ifrcgoproject.medium.com/.

Luke brings over fifteen years of operational and technical experience across sudden‑onset disasters, epidemics, and displacement crises, combining field deployment experience with systems design, data governance, and innovation leadership.
