Lihui Xu

Lihui Xu is a Programme Specialist for Ethics of AI in UNESCO’s Sciences Sector, based in Paris. His work focuses on the overall planning and coordination of UNESCO’s programmes and projects supporting the implementation of the Recommendation on the Ethics of Artificial Intelligence, helping translate ethical principles into practical AI governance, policy and institutional capacity. His work also touches on emerging technologies such as neurotechnology. As a member of the Joint Secretariat, he contributes to the UN Inter-Agency Working Group on AI and the Global Dialogue on AI Governance, as well as UNESCO’s global convening and partnerships on AI ethics and governance, including the Global Forum on the Ethics of AI. Before joining UNESCO, Lihui worked with the World Health Organization, based in Geneva, and held research roles in public institutions in France and China. He holds graduate degrees from London Business School and the French School of Public Health (EHESP).
