Ju Seop Sim

Ju Seop Sim is the Director of the Quantum Technology Division at the Ministry of Science and ICT, Korea, where he is leading the development of the “Quantum National Strategy” and “Quantum Cluster Plan.” Prior to this, he served as Director of the Telecommunication Service Policy Division, where he successfully established policies to reduce telecommunication costs and combat voice phishing and spam. He also played a crucial role in the repeal of the Terminal Distribution Act in collaboration with the National Assembly. As Team Head of the Digital Platform Team, he developed self-regulation policies for platforms and worked with the FTC and KCC on platform regulation. Earlier, as Deputy Director in various divisions, he contributed to the revision of the Telecommunications Business Act, the introduction of local 5G policies, and the creation of ICT R&D innovation strategies. He also contributed to the development of the 5G mobile communications industry and UHD broadcasting policies.
