Hyoung Jun Kim

Dr. Hyoung Jun Kim began his professional career in 1988 at the Electronics and Telecommunications Research Institute (ETRI), where he currently serves as a Research Fellow. He previously held the position of Senior Vice President, leading the Intelligent Convergence Research Laboratory at ETRI.Over the past 37 years, Dr. Kim has accumulated extensive experience across various divisions of ETRI, including the Info-Communications Technology Division, IT Strategy Research Division, Information & Telecommunications Technology Division, and the Protocol Engineering Centre.
In addition to his institutional role, Dr. Kim currently serves as the Chairman of ITU-T Study Group 20 and of the APT Standardization Program (ASTAP) under the Asia-Pacific Telecommunity. His prior leadership roles within the ITU include Vice-Chairmanships of both SG20 and SG13, Working Party Chair positions in both groups, and serving as the Rapporteur for Question 25/16 since 2004. He also contributed as Vice-Chair of the Focus Group on M2M Service Layers and as Chair of Working Party 2 within the same group under ITU-T SG11, among other key positions.Dr. Kim’s research and technical accomplishments are substantial. He has submitted over 450 standardization proposals, published more than 150 papers in academic journals and conferences, holds over 100 patents, and has successfully transferred 20 technologies to domestic industries.
His contributions to the field have been widely recognized. He is a three-time recipient of the Presidential Citation of the Republic of Korea, awarded in 2003, 2009, and 2023. He has also received multiple Certificates of Appreciation from international standards bodies, including the ITU-T. Notably, Dr. Kim received his second and third Presidential Citations at the World Standards Day events in Korea in 2009 and 2023, in recognition of his dedication to international standardization.
