Himanshu Sharma

Himanshu Sharma is a Director in the Department of Telecommunications, Ministry of Communications, Government of India, and a member of the Indian Telecom Service. He has over 16 years of experience across telecom regulation, national digital infrastructure, e-governance, GIS-based telecom planning, data analytics, AI-enabled systems, and large-scale public-sector technology implementation.
He is currently pursuing a PhD at the Indian Institute of Technology Patna on AI- and blockchain-enabled internet voting for India. He holds an M.Tech. in Data Science and Engineering from BITS Pilani and a B.E. in Electronics and Electrical Communication from Punjab Engineering College, Chandigarh. His work includes PM GatiShakti telecom asset mapping and the National Broadband Mission. He has previously presented research at ITU Kaleidoscope 2024 and has publications in telecom analytics, machine learning, and secure digital public infrastructure.
