Hassan Nasser

Hassan Nasser currently serves as the Special Envoy for Multilateral Affairs at the Digital Cooperation Organization (DCO), appointed by the Secretary-General on 01 January 2025. In this role, he leads high-level strategic engagement with international organisations, multilateral institutions, and global governance bodies to advance DCO’s vision of accelerating digital prosperity for all. His work focuses on strengthening institutional partnerships, enhancing dialogue with the United Nations, regional organisations, multilateral development banks, and advocating for an inclusive and sustainable digital future.

Previously, Hassan was Chief of the Cabinet at DCO, where he played a pivotal role in shaping institutional relations between the General Secretariat, Member States, and Strategic Partners. He also led global policy dialogues on digital transformation and multilateral cooperation, reinforcing DCO’s position in international digital governance.

Before joining DCO in 2022, Hassan held senior leadership roles in government and corporate affairs across multiple sectors, including healthcare, technology, and infrastructure. He led high-level public-private dialogues, policy advocacy, and strategic partnerships at companies such as GlaxoSmithKline, Caterpillar, and Apple, working extensively across Africa, the Middle East, Asia-Pacific, CIS, and Latin America. His work focused on shaping regulatory frameworks, driving market access strategies, and fostering sustainable development initiatives in collaboration with governments, multilateral institutions, and private sector leaders.

Hassan began his career at the Belgian Ministry of Foreign Affairs, where he was deeply involved in multilateral negotiations at the UN and EU levels, including the Kimberley Process for conflict diamonds, and diplomatic relations with Eastern and Central European countries.
In addition to his professional career, Hassan has been actively engaged in academic and teaching activities in Belgium. He has lectured and conducted training sessions and conferences at the Belgian Technical Cooperation (CTB) and Haute École Francisco Ferrer, while also collaborating with several other academic institutions in Belgium. His contributions have focused on international affairs and multicultural management, further reinforcing his commitment to knowledge-sharing and capacity building.

Hassan holds a degree in Oriental Studies and International Politics, as well as an MBA in International Management. A Belgian national, he is based in Riyadh and is a father of three.
