Halima Ismaeel

Eng. Halima Ismaeel is a Senior Information Technology and Telecommunications Projects Specialist at the Ministry of Transportation and Telecommunications in the Kingdom of Bahrain, where she leads the management of critical national ICT infrastructure projects in collaboration with key stakeholders. With a strong background in emerging technologies, including artificial intelligence (AI), the Internet of Things (IoT), and digital twins, Halima brings both technical expertise and strategic vision to her role. Her experience as a Senior AI Data Scientist and part-time lecturer in the Computer Engineering Department further underscores her deep knowledge and passion for innovation. Committed to youth empowerment and digital advancement, Halima actively engages in initiatives aligned with the International Telecommunication Union (ITU)’s mission. In 2023, she served as Vice-Chair of the ITU Focus Group on AI and IoT for Digital Agriculture (FG-AI4A) and contributed to Bahrain’s rise in the Global Cybersecurity Index (GCI) rankings. In 2025, she appointed Vice-Chair of ITU-T Study Group 13 (SG13) on Future Networks and Emerging Technologies and became a member of the Technical Advisory Committee for ITU’s AI for Good “Innovate for Impact” 2025. Halima continues to drive progress in ICT governance, emerging technologies, and youth leadership, shaping the future of digital transformation in Bahrain and beyond.
