H.E. Ms. Nella Pepe TAVITA-LEVY

From May 2022, Mrs Nella Pepe Tavita-Levy is the Permanent Representative of Samoa to the
United Nations and other International Organisations in Geneva; FAO in Rome and UNESCO
in Paris. She is the first Permanent Representative of Samoa in Geneva, establishing the new
Permanent Mission of Samoa in Geneva. She is Ambassador Extraordinary and Plenipotentiary of
the Independent State of Samoa to the Government of Switzerland.
Nella has worked for the Government of Samoa for over twenty four years largely in the area of
trade policy and cross-sectoral links to the economy, environment, infrastructure and social
institutions.
Nella was the Head the Trade Division of the Samoa Ministry of Foreign Affairs and Trade from
April 2016 until her appointment as Permanent Representative and Ambassador in Geneva. She
served the Government of Samoa as the Counsellor of the Embassy of Samoa in Brussels, Belgium
from 2012 to 2016.
Nella’s work includes support for Samoa’s ministerial representation in international meetings such
as the WTO Ministerial Conferences (from 2003); ACP/EU Council and Trade Ministers; Pacific
Forum Leaders, Pacific Forum Trade and Economic Ministers meetings. She coordinated Samoa’s
positions in trade negotiations which have all now been concluded including accession to the WTO
in 2012.
Nella has provided support in Samoa’s engagement through policy advice in multiple platforms
including the Post-Cotonou negotiations, the Commonwealth Connectivity Agenda, UNCTAD,
UNESCAP, preparation of Samoa’s Second VNR on the implementation of the SDGs, Trade
Policy Review (2019), Pacific Games and the Pacific Regional Meeting of Sports Ministers in Apia
in 2017; and regional initiatives through the Framework for Pacific Regionalism and across priority
issues of climate change and security.
Nella holds the Master of Business Administration from the University of Newcastle in Australia;
and the Bachelor of Commerce & Administration at the Victoria University of Wellington in New
Zealand. She has the Certificate of Mastering Trade Policy from the JFK School of Government
at Harvard University.
Nella values the close relationships with extended family, as is the Samoan culture and the basis of
Samoa’s strong community-orientated outlook and way of life. She is married to Patrick Boyd Levy
and are blessed with four children: Patrick Allen (21); Nathan Tavita (18); Samara Therese Latafale
(14); and Grace Chanelle Manuula (8). Nella believes that when God is at the centre of everything that we do in life, all will be blessed.
