H.E. Mrs. Francisca E. Méndez Escobar

Ambassador Francisca Méndez was born in Mexico City and joined the Mexican Foreign Service in 1991. She holds a degree in Political Science and Public Administration, and two master’s degrees: one in Latin American Studies from UNAM and another in Law and Economics from the State University of Milan. She also holds diplomas in international politics, public diplomacy, and Arab studies. Her diplomatic career includes work in various departments of the Ministry of Foreign Affairs and diplomatic missions such as consulates in Milan and Barcelona, and embassies in Romania, Costa Rica, Spain, Belgium, Luxembourg, and the European Union. She served as Ambassador to the United Arab Emirates (2017–2022), where she also represented Mexico to the International Renewable Energy Agency and received the “Independence Decoration First Class” honor. Since 2022, she has been Mexico’s Permanent Representative to the United Nations and other international organizations in Geneva. She has participated in over 300 multilateral meetings and has strongly promoted economic and cultural cooperation. She is the author of several books and articles on foreign policy, sustainable development, gender equality, and disability. In 2022, she published a book on autism titled Why Doesn’t Fer Want to Grow Up? She speaks Spanish, English, French, and Italian. She is married and has two children.
