Eng. Murenzi Daniel

Eng. Murenzi Daniel serves as the Principal Information Technology Officer for the East African Community (EAC). A seasoned computer engineer with over 22 years of extensive technical experience. Daniel has successfully developed, implemented, and supported complex digital projects across various sectors, including ICT enterprise architecture and e-government digital initiatives in telecom, health, fintech, agriculture, trade, customs, Trade ,AI initiatives,Data governance and cybersecurity.

Previously, Daniel served as an e-Health and Informatics Officer for the EAC, where he played a key role in regional health integration projects, including the registration of regional medicines, development of tools for control and prevention of STIs, Communicable and Non Communicable diseases, mobile labs  and the establishment of a regional e-health dashboard.

Daniel’s prior experience includes serving as the Director of ICT at the Ministry of Health in Rwanda, where he managed Health Information Systems, Digital Health solutions like mHealth programs, Electronic Medical Records (EMR),Telemedicine, Community Health Platforms, ICT resources for all Hospitals and established global partnership with Health Tech companies. He was actively involved in various technical committees at national, regional, and international levels, focusing on e-health applications and its linkage to the eGovernment Services. Additionally, he is a board member of several organizations and provides an advisory role to digital health .

Daniel has spearheaded innovative projects within the EAC, enhancing underperforming sectors through the delivery of effective digital solutions. His expertise includes technology advisory roles , enabling agile management practices, outsourcing services, linking private sector to public sectors. His efforts have significantly improved underperforming sectors by establishing performance metrics, enabling outsourcing of services and fostering digital innovation.

As a leader in digital transformation, He has played a pivotal role in shaping key initiatives such as the East African Community Digital Transformation Strategy, AI, Digital Public Infrastructure (DPI) ,the East African Community Single Digital Market, and the East African Community Data Governance Framework, his work continues to foster progress and innovation across the region. He has developed complex, high-budget projects and fostered strong relationships with development partners to support regional initiatives.
