Ms. Diksha Dhiman is an officer of the Indian Telecom Service (ITS), 2021 batch, presently serving as Assistant Divisional Engineer Telecom in the AI & Digital Intelligence Unit, Department of Telecommunications (DoT), New Delhi.

In her current role, she is engaged in initiatives focused on leveraging artificial intelligence and data-driven approaches to strengthen telecom security, curb misuse of telecom resources, and enhance citizen-centric digital safety. She has been actively contributing to projects under the Sanchar Saathi platform of DoT, which empowers mobile subscribers to safeguard themselves against telecom-related frauds, unauthorized SIM usage, and mobile theft.

As part of her work, Ms. Diksha is closely involved in generating data driven intelligence that supports the prevention of cybercrime and financial frauds, with the broader goal of fostering a safer and more secure digital ecosystem in India.

At the ITU session on “Digital Safety for Youth” during IMC 2025, Ms. Dhiman will speak on simple yet crucial digital safety measures for young users, helping them navigate online spaces responsibly, protect their personal data, and stay alert against emerging digital threats. She will also share insights on how youth can benefit from platforms such as Sanchar Saathi, thereby becoming active participants in shaping a secure digital future.
