Claudia Bibiana Ruiz is a Colombian scholar and educator working at the intersection of AI governance, digital inequalities, and higher education. Her work explores how gender, territory, and unequal access to technology shape participation in digital societies and influence the governance of artificial intelligence in underserved contexts.

She examines how emerging technologies can reproduce existing inequalities while also creating new opportunities for inclusion and participation. Her work contributes to ongoing conversations on digital sovereignty, AI governance, and context-sensitive approaches to digital transformation in the Global South.

She collaborates with academic, educational, and international initiatives focused on responsible AI, digital inclusion, innovation, and higher education.
