Carlyne Yu

Carlyne Yu is the Technical Lead for Pillar 1 (Disaster Risk Knowledge) under the United Nations Office for Disaster Risk Reduction (UNDRR) for the Early Warnings for All (EW4All) initiative. She has over 18 years of experience in multi-hazard early warning systems, disaster risk reduction, and resilience-building across Africa, Asia, and the Pacific.

Her work focuses on strengthening disaster risk knowledge to support risk-informed decision-making, including multi-hazard risk assessments and the integration of risk information into early warning systems to support impact-based forecasting, preparedness, and early action. Prior to her current role, Carlyne supported the implementation of EW4All across Southern Africa through UNDRR’s Regional Office for Africa. She previously led the Risk Knowledge Applications Unit at the Regional Integrated Multi-Hazard Early Warning System (RIMES), supporting the development and customization of decision-support tools and platforms that integrate multi-timescale forecasts with exposure and vulnerability information for risk-informed sectoral applications.

Carlyne is a co-author of Leveraging AI to Enhance Multi-Hazard Early Warning Systems (MHEWS): A Practical Resource to Support Early Warnings for All, jointly developed by UNDRR, WMO, ITU, and IFRC.
