Ben Ruhinda

Ben Ruhinda is the Senior Systems Officer at the Inter-University Council for East Africa (IUCEA), where he leads digital transformation initiatives and provides strategic guidance in the development and implementation of information systems across higher education institutions in the East African Community (EAC).

He has over 18 years of experience in designing, deploying, and managing ICT systems in higher learning institutions and regional organizations. Ben served as project coordinator for the Digital Skills for an Innovative East African Industry (dSkills@EA) and pioneered the establishment of the Regional Centre of Excellence for ICT in East Africa (CENIT@EA), where he works to enhance digital competencies, promote innovation, and strengthen academia–industry collaboration.

In September 2025, Ben was honored with the IIOE Higher Education Digitalisation Pioneer Case Award by BGI Group and UNESCO-ICHEI for his outstanding contribution to “AI-Ready Educators: Localizing Global Tools for Training East Africa’s University Educators.” This recognition highlights his leadership in promoting responsible AI integration and capacity development for higher education transformation in Africa.

Ben is also an active member of regional and continental technical working groups, including HAQAA3’s African Higher Education Data Team and expert forums supporting higher education digitalization, research data governance, and quality assurance in Africa. Before joining IUCEA, Ben gained extensive experience in higher education ICT systems management and teaching. His expertise covers systems design and implementation, data management, and the development of institutional ICT policies that enhance efficiency, governance, and digital learning within universities.

Ben is deeply engaged in advancing AI integration in education, promoting ethical AI governance, and building institutional capacity for data-driven decision-making within universities. He has contributed to several regional proposals and scientific papers supporting ICT policy, innovation ecosystems, and higher education reform in East Africa.

He holds a master’s degree in computer science and a bachelor’s degree in computer science from the University of Rwanda.
