Andrew Vance

Dr. Andrew Vance is Executive Director of the Center for Cyber Risk Research and Policy at Cyber Institute, an international non-governmental organization with Special Consultative Status to the United Nations Economic and Social Council (ECOSOC) and membership in the International Telecommunication Union (ITU). His work focuses on frontier technology governance, digital trust, cybersecurity policy, emerging technologies, and international capacity building.

Dr. Vance served as Chair of IEEE P7130, the IEEE Standard for Quantum Computing Definitions, and currently serves as lead for Cyber Institute’s GUARDIAN, a multidisciplinary research initiative advancing Cyber Institute’s ITU Partner2Connect commitment for responsible AI adoption and digital trust. His recent work explores interpretive divergence among large language models and its implications for public trust, cultural sovereignty, and responsible AI implementation.

He regularly collaborates with governments, international organizations, academia, industry, and civil society to advance trustworthy, transparent, and human-centered approaches to emerging technology governance.
