Alexey Shpilman

Prof. Dr. Aleksei Shpilman is Director of AI at T-Technologies, one of Russia’s largest technology groups serving 55 million clients, and Head of the AI Centre at Sirius University, Russia’s premier state-level cluster for strategic AI development. He brings over 18 years of experience across applied AI research, large-scale industrial deployment, national policy engagement, and AI education.
A Professor at ITMO University and Associate Professor at HSE University, Dr. Shpilman holds a PhD in Technical Sciences from Saint Petersburg University and an M.Sc. in Bioengineering and Bioinformatics from Lomonosov Moscow State University. His research spans multi-agent reinforcement learning, graph neural networks, computational biology, and geospatial AI, with over 40 peer-reviewed publications in leading venues including NeurIPS, AAMAS, IEEE ICMLA, and the Journal of Cheminformatics.
His career spans leadership positions at Russia’s foremost technology and research institutions: Head of AI Development Programs at Gazprom Neft, where he led flagship industrial AI projects including automated oil well planning and Arctic ice forecasting; Head of the Center for Data Analysis and Machine Learning at HSE University; and Head of AI Labs at JetBrains, where he built one of Russia’s leading academic-industry AI laboratories.
In his current roles, he shapes AI strategy and deployment at national scale — from pharmaceutical AI for drug discovery and personalised learning tools reaching schools across Russia, to industrial solutions in logistics and transport — while engaging at the highest levels of science, government, and international policy as a recognised voice on the responsible deployment of AI at scale.
