Carlos Uribe

Carlos Uribe serves in the Disaster Risk Reduction Unit of UNESCO’s Natural Sciences Sector, based in Paris. He brings over 17 years of international experience in disaster risk reduction and climate resilience.

At UNESCO, he leads global initiatives that support Member States through technical cooperation, science-informed policy advice, and interagency coordination.

Carlos previously served at UNDRR, first at the Regional Office for the Americas and the Caribbean, where he led work on risk knowledge and analysis, and later at the Global Office in Bonn, where he coordinated and supported global efforts to integrate DRR and climate action. He also worked with UNDP in Haiti, and in the past, has contributed to operational risk mapping and emergency response worldwide through the International Charter on Space and Major Disasters and the Copernicus Emergency Management System (EMS).

His work focuses on advancing multi-hazard risk analysis, early warning systems, and the integration of DRR into climate and development agendas.
