Dilara CIEL GÖKPINAR

Dilara Ciel Gökpinar is a Young AI Leader representing the Paris Hub, where she brings a legal lens to the fast-evolving challenges of artificial intelligence. She holds a Master’s degree in Digital Law, with a specialization in AI Law, from the Institut Catholique de Paris, following a Bachelor’s in Private Law at Université Paris II Panthéon-Assas.

Passionate from the outset about the legal implications of new technologies, she has made it her mission to bridge legal systems with cutting-edge innovation.

As Paris faces growing regulatory, ethical, and technological questions surrounding AI, Dilara is committed to contributing legal insight to both national and global debates. She is currently preparing for the French bar exam (CRFPA) and aspires to become a digital law attorney.

Her legal journey includes a six-month internship in the Digital Law department at Simon Associés under the guidance of Fabrice Degroote, where she explored issues such as AI compliance, digital contracts, and platform regulation. Her strong interest in human rights also led her to complete an eight-month civic service in the Essor association, assisting asylum seeker, an experience that shaped her thesis on the impact of AI and ICTs on the asylum process.

 

In early 2025, she joined Université Laval in Quebec for an academic exchange, taking courses in data protection, IP law, blockchain, and emerging digital technologies. There, she also participated in Simuvaction 2025 on AI, a simulation of the Global Partnership on Artificial Intelligence (GPAI) organized in collaboration with Emory University.

Dilara is a two-time finalist of the Moot Court Digital Law Competition (2024 & 2025), where she showcased her advocacy skills, legal precision, and strategic mindset, qualities she now channels into her work as a Young AI Leader.

She focuses particularly on intellectual property, ethics, cybersecurity, data protection, and the regulatory challenges of the tech sectors, especially in light of the GDPR and the AI Act. 

As part of the Paris Hub, she is dedicated to amplifying local ethical perspectives in global discussions, ensuring that legal innovation keeps pace with technological disruption.
